Founder & CEO
Eric Riley
Eric Riley is the Founder and CEO of the Swiftwater Safety Institute (SSI), established in 2011. Born and raised in Idaho, he began his career on the Payette River and is now in his 25th season on the water with over two decades of instructional experience in swiftwater, floodwater and technical rescue.
As a Master Instructor, Eric leads SSI’s tactical military division and its federal and FEMA-aligned training programs, specializing in high-risk operational environments and NFPA-compliant curriculum development. Based in Jackson, Wyoming, he balances the rigors of technical instruction with a passion for travel, yearly surf trips to Baja and returning home to deep winter snow.

Founder · Recreation Law Group
Leah Corrigan, J.D.
Leah Corrigan is the founder of Recreation Law Group, her outdoor-recreation law practice. An experienced litigator, she has spent more than a decade representing outdoor-recreation businesses and organizations in state, federal and appellate courts, including wrongful-death cases and multimillion-dollar claims. She holds a Martindale-Hubbell AV Preeminent rating for professional excellence in legal ability and ethics.
Leah earned her J.D. from the University of Montana School of Law after completing a Natural Resource Policy degree at Fort Lewis College. She clerked for the Montana Supreme Court and the U.S. District Court for the District of Montana and is admitted in Arizona, Colorado, Wyoming, Montana and Idaho. A former multi-day wilderness guide, Leah is trained in Wilderness First Response, Swiftwater Rescue and Avalanche Level II, bringing firsthand outdoor experience to her work in recreation law and risk management.

Training Director
Scott Solle
Scott Solle is SSI’s Training Director and a senior instructor in swiftwater, technical rope rescue, rescue boat operations, disaster response and incident command. He has instructed more than 80 technical-rescue courses and brings extensive operational experience from Grand County Search and Rescue in Moab, Utah, where he serves as Under Deputy Director and supports rope and water-rescue training, flood and boat operations, personnel management and large-scale rescue deployments.
Scott’s experience includes more than 500 documented river operations, deployments following Hurricanes Laura and Ida, and training for military special operations, fire departments, search-and-rescue teams and public-safety agencies. His qualifications include swiftwater, rope-rescue and rescue-boat instructor credentials; FEMA ICS 100–800 and 300–400; EMT Intermediate; Outdoor Emergency Care Technician; and CPR/AED Instructor. He developed SSI’s Swiftwater Boat Operator curriculum and holds a central role in quality assurance and instructor development.

Global Expedition Leadership
Gerry Moffatt
A Scottish native, Gerry is an internationally acclaimed expedition kayaker who has spent 35 years guiding in the Himalayas and around the world. National Geographic has described him as the most experienced river guide in the Himalayas. He is the first person to descend all the major rivers in Nepal and Bhutan.
Gerry’s work has taken him to some of the world’s most remote places as a cameraman and on-camera personality for documentary films and television features for Atlantic Productions UK, National Geographic, Discovery Channel, Outdoor TV and the Travel Channel. He has summited Everest twice—from both the North and South Cols—and was appointed Nepal’s first International Goodwill Ambassador for Adventure Travel and Tourism.
